It all depends what the brown spots are from. If the discoloration on your skin is determined to be sun damage then IPL or Photofacial lasers are excellent in treating this condition. However if your brown spots are melasma, which is a hormonal condition, then chemical peels would be the best option in addition with certain skin care products.

If you wanting to treat only brown spots, then IPL (Intense Pulse
Light) is all you need. This would give you excellent results with
the least discomfort and no downtime. Laser resurfacing using CO2 or
erbium Yag can also give you excellent results but will require up to
1 wk of downtime, be more expensive, and is much more uncomfortable
during the treatment. Only consider this if you want to treat deeper
lines, scars, or if your skin texture is very poor.

Q-switched Nd:Yg lasers are the best laser for sun damage like you are
describing. IPL (which is not a laser) is a secondary but inferior
technology, primarily because the pulse width of the light is too long to
create permanent removal of the spots. To further highlight the
differences, Q-switched lasers are the same ones used to remove tattoo
ink, which cannot be modified at all by an IPL.
