The best option would be Ulthera, which has the best possible chance to help. This is a lot stronger and deeper than Skin Tyte.

You did not include your age in your question and our body's ability to
remodel collagen degrades as we age. We do not perform Thermage on any
clients past the age of 60 because we do not feel the results are worth the
money spent. We do not perform the Skin Tyte procedure here but all of the
devices work on the same principle of introducing heat deep into the dermis
in order to remodel the underlying collagen. With all that said a turkey
gobble as you described would be little improved by any device out in the
market today. You should seek out a Plastic Surgeon who has performed this
type of neck lift and be done with it.
