Laser Hair Removal is, long-term, the most effective way to remove ingrown hairs. With a series of treatments using the right laser in experienced hands, most hairs will not return for extended periods of time, if ever. Those hairs that do return, tend to be smaller, finer, peach fuzz like hair, that do not result int he ingrown hair problem.
Experienced laser surgeons hate to use the word permanent that means until me and my patient are dead. Our experience with hair removal lasers only dates back about 15 years so the jury is still out. But most patients have gotten permanent reduction to date many less hairs never to return, some fine peach fuzz hairs that return, and occassional thick, coarse hairs that require touch up treatments.

Yes, laser hair removal is the best way we know of to prevent ingrown hairs. Laser hair removal gets rid of the hair that's causing the problem permanently and so is the most effective way to avoid ingrown hairs.

Laser hair removal is excellent method to improve those bumps caused by the ingrown hair. When done properly on the right candidates, laser hair removal should remove about 90-95% of the hair permanently.

Yes, Laser Hair removal works well for ingrown hair and the results are permanent (^ than 90%). We uses Cutera at Avanti in Boulder for excellent results in all skin types.
