Which lip filler lasts the longest? Do the new lip implants feel stiff? Can you still pucker your lips with them in?
Restylane and Juvederm are very similar. Juvederm is FDA approved to last 1 year, but Restylane may last as long. Much of the time the length of time a filler lasts in a patients face has to do with how the person metabolizes the product, and also how animated/expressive the person is. We do not do lip implants here, however I don't think lip implants alter a persons ability to pucker. Fillers do not alter a persons ability to pucker either.
None of the above is not intended as medical advice. If you have a medical concern, please consult your doctor.

The lip filler that last longer is probably Juvederm. This will vary from patient to patient since Restylane can sometimes last longer. I would recommend against using Radiesse in the lips since it may be lumpy. I haven't tried Evolence (collagen filler) in the lips so I can't comment on this.
I don't do lip implants myself but I will caution you that I have heard some horror stories of people who have tried and have had bad results. One, if you don't like them you will be stuck with them. Secondly, if you do have a good result then the good result will last you years; however, your face and lips will change around this semi-permanent filler over time and this will in turn make the implants stick out. Eventually, they will be very noticeable and unattractive and you will have to surgically remove them leaving behind a scar.
To answer your last question: Depends on which implant you use and how much. A small amount of silicone can be very natural and shouldn't make it stiff. If you go overboard, then it will be a problem.
