Laser resurfacing will not address the problem. Sometimes those veins can be treated with an sclerosing agent that will make them collapse and disappear with time. Without seeing them, I can't give you a definitive answer.

Laser resurfacing will *not* likely treat this. Depending on the color of the vein, an IPL or Yag laser would be the better choice.

Laser resurfacing can help small broken capillaries but not larger veins. Larger veins are best treated by a laser designed for vascular structures.

The only treatment for these veins is to thicken the skin by building collagen or injecting dermal filler over them, which are both suspect at best. I assume these are not spider veins, which can be treated by a Fotofacial laser. Laser resurfacing will make them more prominent as they are a normal part of the facial anatomy.
